Letter to Julian Fryar

[this letter left at the offices in the Town Hall, sealed envelope with Julian Fryar written on the front]

Julian-

I want to inquire on your progress with Jenner Tennken's case. The last time the three of us were together, you told Jenner that she needed to have the Spellgaurd exam her again, and later that day Jenner and I met with a Spellgaurd and did exactly that. The Spellgaurd found no trace of thralldom, and pronounced her clean. Is there some further test that needs to be done?

Jenner continues to do what is right and good. She has helped defend the Upper gates, even though she is not a citizen, and has been banished. She is polite and kind to others, and goes out of her way to assist those in need. She is respectful of the law, and does as she is told to do by the authorities of Sanctuary.

Now that Lower and Upper have been joined, she can no longer stay in her home. Jenner now sleeps in the wilderness, waiting every day for word from you. She has put herself in harms way in order to stay out of Sanctuary, obey the law, and obey the Watch.

You have waited till the elevnth hour. If you are not voted back into council for a second term, then you will have no authority to enact the promises you have made to Jenner.

She has put all her hopes on you. Please do not dissapoint her.

(signed Ferdinand Fenwick)

Mr. Fenwick,

You hardly seem to have a grasp of what's going on with Jenner, and as such I'll ignore the hostility in your letter.

I have not 'waited until the 11th hour' and I resent any accusations that I have done so. Any lack of expediency was because our Council is dealing with a lot right now, including the loss of all steel to the city, and the threat of imminent war. Sadly, Jenner tends to become a nonissue to most other Councilors, but it is an issue that has been presented to them, repeatedly, by myself.

When I presided over her second trial, I gave Jenner the most lenient sentence I could under the law, and I am pushing for her exile to be repealed. However, Jenner broke the terms of her exile, and she would have easily been sentenced to execution for the crimes she committed should another judge have presided. Jenner is lucky she hasn't been executed or permanently exiled, and sentence was lenient, and I have made every effort to support Jenner within the law. Now, all she has to do is wait, and I will again move to repeal her exile.

I appreciate the hardships Jenner's had and will continue to endure, but you will need some patience until the sentence can be repealed.

- Councilor Fryar
