Councilors,
As you have no doubt heard by now, the Duergar has significantly impacted our economics and security of Sanctuary. Firstly, the Duergar bankers closed down the bank in upper under the guise of “a Duergar Holiday”, then the Duergar in the mines have completely packed up and left. They were even courteous enough to leave us a letter saying that Sanctuary was ungrateful, the mines were low, and the lizard creatures seemed to tip better.
Allowing foul races like the kobolds, goblins, hobgoblins, and Maur’s into the city have left us completely vulnerable and susceptible to attack. The Watch and Civil Defense League are hardening Sanctuary’s defenses, however it might be best for an emergency council session to be held to discuss hardening Sanctuary’s policies and procedures, especially against evil races. Now would be a great time to put the last touches on that “reunification policy” that has been in the works for many, many nights.

Report: Situation update for lower
Councilors,
During a recent patrol through lower, I noticed that a contingent of Watch have moved into lower. They currently are occupying the streets as well as the market place. There was no sign of the Lower Footman, but I would imagine that they have begun assimilation into the Watch.
The Canal Ward has a number of camps established by lesser races. The shadow tribe has established a number of positions as well as the goblins and hobgoblins. I traveled further to the Canal Gate to check on the Barbarians that protect it from the creatures of the Dark Canal, however I found no guards alive. The Canal Gate and Dark Canal are overrun with creatures and would strongly advise only military units to patrol that area.
The Lower Gate remains in rubble and is infested with creatures. If war is upon us, then we do not have much time to harden the city from attack.
