The Sanctuary Watch are wonderful, I shan't deny it. They defend out city, solve crimes, and face danger with a strong and level head. They are the perfect epitome of Helm's determination in the depths.

However, they -can- be improved. Although the Watch has a great many intelligent people, they could do with more. People devoted to studying criminal behaviours, assuring criminal activity, making sure every crime is solved perfectly without a doubt upon the paper.

Profilers, Investigators, Forensics experts to search the scene of the crime with a thourough investigation. People devoted to settling domestic crime, rather than defending the gates. And what's more, as long as there are suitable candidates, this will cost a very small amount. The people of this city are eager to defend. Those not suited to defending the gate, blade in hand will be able to do it through calm thinking and specialist training.
