Dwarf, who is member of a lower footmen came into the Beacon and suddenly attacked man named Zur, stealing over 5000 gold from him.

According to dwarf, Zur assaulted him with magics.

I was struck with a somesort fire-spell, which Zur cast and I was knocked down to the ground, but dwarf healed me.

Zur also had either spell or artifact, which made living copy of himself, or somesort of image, an illusion.

Later in the old Tigereye-compound, Dwarf throwed big sag of coin to the ground, but it disappeared - presumeably taken by someone, probably Zur snuck in using invisibility.

Big Bill thought it was ghosts who took the money... but it was clearly someone who came in invisible and took the money, and left.

Big Bill to the dwarf not to go after the gold, because it's "cursed", Dwarf was very displeased with the Big Bill's orders but apparently abides to them.

According to the Dwarf, Zur made some banter against Dwarf, and dwarf fined him for loitering.

And this is what i heard from the witness, what was said before i came into the Tigereye-compound:

Dwarf put down the coin, offering them to the Big Bill, telling that money is a "donation".

Bill refused and wanted to know where the money is coming from, Dwarf told him about the fight in the Beacon and about the previous one in the Pissing Crone.

Zur claims that Dwarf fined him for loitering, standing around without a purpose. Zur claims that the only reason Dwarf did this was because Zur said something mean to the Dwarf, and he didn't like it.

Zur asked Dwarf to fight him, and Dwarf got up to go over to Zur, and that is when Zur casted something at the Dwarf, fight was seen by Bern and Castle the cook from the Beacon.

This is a rather disjointed and disorganized report that truthfully makes very little sense.

Who is "dwarf" for example? How do you know 5000 coins were taken?

You were struck by the spell or "dwarf" was struck by the spell?

The old Tigereye fortress is haunted in fact, its feasible a ghost did take the gold.

What is the importance of this report? The Footmen are currently handling matters in Lower Sanctuary, is there something extremely unusual about this-ie a complaint by the citizen involved or witnessing it that would require us to contact the Footmen for more information?

Who is "dwarf" for example? How do you know 5000 coins were taken?

Dwarf is a member of the Lower Footmen, I only know him by the name of "Mug" which i learned after i wrote the report. I saw the coins on the ground, which were aproximately about 5000 and they were taken from the Zur after he was beaten down in the Beacon, by the "Mug".

We both were, spell was casted by Zur inside the Beacon. I am not expert on acrane magic but it was an area spell. Zur put the beggars and the children in the harms way, thankfully they were not injured by the spell.

Since Upper and Lower are reuniting, I thought it would be good to know what is going on in the lower, especially with the Lower footmen, since we all know how things were before, when Tigereyes were handling the "Law" in the lower.
