[Letter to Sergeant Fawkes]

Sergeant Fawkes,

If you have problems with me, or concerns about my campaign, I would appreciate you speaking of them to my face. Your paper contained many myths and concerns about me that I find concerning:

You have never had to -demand- documents from me. In fact, I've been the only member of the Council providing documents and evidence to the Watch on a consistent basis. Any files you wish the Watch to have, write to me about. I've never intentionally withheld files.

My armor is not made of gold. It is half-plate of the Order of the Golden Lion that I obtained from Sir Leon Belmont, who gave his life to defend Sanctuary.

I have proposed each piece of legislation the Watch has proposed. I've been debating hard for a new law book, and wish the Watch to have the funding it needs. I want reunification under one Watch, and fully intend the Watch to be given the funding from the Tigereyes to effectively accomplish this goal. I certainly appreciate your suggestions for defending Lower, and have proposed them to the current Council, expressing the urgency of those requests. I have, and will continue to take them into appreciation.

This seems to be driven from some type of personal animosity towards me. If that is the case, address your issues with me to my face, as opposed to taking them to the public first. If you still have issues or uncertainty about my campaign I have and will continue to be available for discussion. I had this discussion with members of the Watch when I ran the first time, and am always open to it.

- Councilor Fryar

As I am not the sole writer or voice for the Sentinel, you should know better than to believe every word in it represents my views.

However, there was nothing inaccurate in that article. Your armor is indeed golden. You do indeed with hold information from the Watch ranging from rumors about Spellguard corruption until the Watch stringently asked for it--to attempted murders and information involving thefts. All crimes you are aware of should be reported to the Watch immediatley, not withheld until the Watch asks for the information. You have ties to a number of criminals and the most notable is the criminal V. Blackhaw whose theft of the property now called the Beacon you have done nothing to rectify but who you in fact aid and cooperate with. This makes you an accomplice to her crimes, and they are crimes. I've done the research and can arrest her and seize the property to return to its owner. This has been avoided because the owner stringently prefers the property returned without conflict at this time.

If there is something you wish the public to know, write the paper and we'll consider printing it. Considering your standing, I see no reason your words would not be given voice.

For the record, the Council may debate for a new law book--but does the Watch want the laws you're debating? We didn't want the law banning monstrous races, we didn't want the law allowing citizens to attack guests of Sanctuary. The Council perhaps should stop to consider that its laws must be enforced, and its enforcers are not being included in the laws you make.

As the paper said, you are a man without a clear cause or agenda. You are unpredictable and keep much to yourself. Do not mistake the impression you leave with citizens with a personal attack on yourself. If you want to know why I personally find you suspicious consider:

1) You had information linking the Spellguard to a series of possibly criminal acts, but did not inform the Watch until we requested the information. Sadly, my investigations are now turning up no further evidence as most the witnesses have long since died. 2) You have continuously shielded Blackhaw and cooperated with her theft of the House of Light-a Temple to Ilmater built under contract legally with Demetrius Bhast. 3) You are aware of an attempted theft and murder involving an amulet that wards its wearer from the spell Hold Person but have failed to bring this information to the Watch. 4) Our first contact involved you insulting me on the streets of Sanctuary for arresting a blatant criminal who went on to be arrested several more times; shortly thereafter you accused me directly of abusing my power and wrong doing; and finally you cooperated to protect a Sergeant in the Watch whose rank was broken after a serious Watch investigation to root out incompetence and corruption.

I personally find you untrustworthy. However, the only thing I've written that directly called you into question or could be viewed as an attack at all is the following:

Councilor Fryar is not an impartial witness. I am aware he has several times misrepresented the law of the city, in one notable case he maintained the "Lower Council" had legally seized property owned by Upper citizens and therefore lawfully transfered ownership to the trespasser V. Blackhaw.

He allows his religious view to cloud his concern for the law. I find his support of the illegal seizure of the House of Light and its granting to a criminal trespasser enough unfortunately to nullify his usefulness as a character witness on any matter.

I still hold entirely to that statement written when you were at one point suggested as a witness of a gentleman's character. The Elient Accord has been signed ending the revolt. Still this woman refuses to honor the contract under which the House of Light was built, and you as a good faith representative of the very religion which signed the original charter fail to uphold it.

Sergeant Barrister Fawkes

Sergeant Fawkes,

The law book we're considering was proposed by three different Watchmen. I've also proposed the laws you've suggested for incorporation. As to your concern about the Monstrous Races, it was Meldren's law, with Councilor Bhast also expressing support. I was the one who proposed not allowing the citizens to enforce the law, and that proposal was voted down.

The information linking the Spellguard to criminal acts was, to my knowledge, already presented to the Watch when I forwarded it to you.

I've never shielded Bern or 'cooperated' with a theft of the Beacon, in fact, I've urged her to go and speak with you. The Beacon was stolen by Winston, not Bern. It was entrusted to her several months after the building was taken was taken.

I have no idea what you're talking about with that amulet. I was given it by a friend and told she was nearly killed for having it.

The situation on the streets was driven from your accusations at me as well. The situation wasn't handled properly by either party. I hardly protected Sergeant Marshall from you during that investigation either.

You have ideas about me that are incorrect, and if you wish to address issues you have, speak with me in person.

- Councilor Fryar
