[Council Candidates' Criminal Records]

The Office of the Herald makes public these known criminal records on registered Council candidates for the Marpenoth elections, on the 30th of Eleint, and updates it on the First of Marpenoth:

Victor Hastian

    Questioned as a suspect in early Eleint 1367 in a missing person case (was seen dining with victim, an elderly merchant named Jorn Malder, a day before he disappeared). No criminal charges were brought in the matter, against him or any of the other three suspects, due to a lack of solid evidence of any wrongdoing.

    Served a jail sentence (minor crimes) on Midwinter 1370 for being a public nuissance: specifically, for public intoxication and rowdiness after a, quote, "grand smashing ball down at that place, you know the one." Private Hersur noted that he did not, in fact, "know the one," but suspected that it was an estate in the Canal Ward.

Frum Highill
    Eleint 5th, 151 Suspect: Frum Highill Charge: Illegal posession of City Watch property, Serious Event: --- While on patrol, I noticed a helmed and slow moving halfling. I followed him inside the Rock Bottom, and ordered him to remove his helm. --- An elf stated it was the Merchant Frum, so I questioned him if I could do a search of his wares, to seek contraband and such. Amidst his numerous wares, I found various Drow Relics and other artifcats, which he claimed were paid for and purchased from Adventurers. One item of note though, was a set of Civil Defense League Chain. --- Initial questioning lead him to state that "Some dwarf" gave him the chain, to be given to Rollo. After I questioned him on the issue again, he said that the one of the dwarves Mydur or Tuur gave it to him, and paid him 50 gold to give it to Thane Rollo. --- He willingly and knowingly accepted payment for the transfer of Watch property from dwarves which I have no record of being on the CDL to Thane Rollo, who also is not a member of the CDL. --- The halfing Frum was fined 1,000 gold for illegally transferring watch property form non-watchment to non-watchmen and accepting pay for such.
Edgar Decorona
    Eleasis 24, 151 --- Edgar Decorona, fined for minor crimes. Decorona refused to stow his weapon upon request by the Watch. He said it was not a weapon. I offered to strike him with it a dozen times to prove it was, and said that was preferable as his "staff makes me feel big". --- I took him to the cage outside Townhall and gave him several chances to agree to just put the weapon away, he refused prefering a public flogging. I used the chance to see if any citizen objected to his beating since the laws are the judgement of the people they serve. One citizen objected, and so I used his objection to punish Edgar with the temporary seizure of his staff which will be returned when a 25 coin fine is paid to the Watch in 24 hours or the staff will be confiscated permanently. --- The fine paid, and the staff returned the same day.

Blackhaw of the Beacon

    Suspected to be organizing an effort to with-hold charity and supplies from the citizens and refugees of Lower Sanctuary by illegally over taking the property known as the House of Light. At this time, there is not enough evidence to prosecute for either of these crimes but the Watch files are still open.
