At present, Sanctuary has little knowledge of what happens during Council meetings. The infrequent (and frankly, incomplete) Council speeches are not enough to fully gage the intentions of each individual Councilor, and I have concerns that the wrong people may be reelected in subsequent months. In the interest of accurate public representation during elections, I suggest the following amendments to meeting conventions:

- All council meetings must receive full, unabbreviated dictation. - All dictation for past council meetings is public domain, and accessible to any Citizen.
