The Council desires an investigation into the arrest of Eugene Castille. I am handling the details and if you have a querry about the matter please speak to Agent Lathain. However, I assure you cooperation with this matter is in your best interest and the best interest of the Spellguard.

I have several questions about this case, but most specifically-after a positive result on the scan; was Eugene physically searched for an implant and why did this occur or not occur as the case may be?

What spells or magic did Eugene cast upon himself that threw off the scan results?

I do not recall what spells he casted upon himself to avoid the testing. It is my personal belief that his spells may have thwarted my testing results, so I conducted three to five tests for accuracy. I believe three tests were incomprehensible, two were positive. I dispelled him numerous times before the third, fourth and fifth testing, two of which were blurred, one was positive.

He was not checked physically for an implant; he was being too uncooperative for me to check his skull for bumps, bruises, scars, scratches, cuts, and the like.

It is my belief that if Eugene was cooperative in the manner, the tests would have been definitive and the situation would have played out smoothly.
