Lower Councilor Bill,
The Council has voted in favor of the Accord presented to us by the Lower Council. Upon acceptance of the Accord the Council has also voted to allow you to become a Lieutenant in charge of the division of the Watch operating in Lower Sanctuary. This Accord would entail the Footmen becoming members of the Watch, and you being granted a new level of responsibility and authority. We hope that this will make Lower Sanctuary safer for everyone. Will you vote in favor of the Accord, and accept this position?
