Good councilmembers,

I write you this day for several reasons.

First of all I would like to let you know of the Associate Program that I have recently started, capable men and women are hired as Spellguard Associates and assist us with work that needs more manpower than we currently have. Having our Associates assist us with investigations will mean a reduced risk of information leaks due to having to hire unknown adventurers to assist with the tasks. That being said, I will offer a list of registered Associates should it be asked of me.

Secondly, I include a copy of my arrest record labelled "Heretan" from the 18th Day of Marpenoth, year 150 since the founding of Sanctuary. *a copy is included* I also include a copy of a report labelled "Report on the Mausoleum" by Associate Aerlin. *a copy is included*

You now understand the situation with this Heretan and even though my last suggestions in the arrest report are made hastily and in anger I ask of you to concider taking action. Attacking this place will result in loss of men on both sides that can be avoided with ease. We can set up a barricade and allow no traffic to go in or out of this town. They will need food eventually and then we can apply our demands.

I suggest that we demand that regular inspections of their "town" be allowed, so that a situation such as the one that has arisen shall not repeat itself. We cannot simply have a safe-haven for criminals right under our feet that they can scurry off to if they break our laws. I also suggest we demand the unconditional return of the criminal Heretan, he should be lead before a court set by the Council and sentenced according to our laws.

I await your answers on the matter, you have the power to make this happen and reduce the chances for criminals that escape capture to be able to reside in a "safe haven".

Please clarify for me with due haste. You want us to bring our Sanctuary to siege or war against our own kind because "Buddy the halfling" told you that a man was hiding in this "Sewer Town", a man who you think committed a crime only because you were told so by a source you cannot even name?

Firstly, I'd like to apologize in advance for the cynical missive which Gaeseric no doubt sent you. He's rather unstable and pugnacious -- I'd pay him little heed. Secondarily, I'd like to request an opportunity to speak with you in person about your findings in this particular matter.

perhaps if you would give a bit more of your time and read my previous missive properly you would note that the inhabitants of this place that is right under our feet, in the sewers, attacked me and my Associates as soon as we asked for the return of this criminal. This place is a danger to us all and must be controlled, do not take me for some fool that acts on whim alone. We are men of action Gaeseric, let us act like such.

Council Missive: [For general overview, All Councilmembers] 4th day of Uktar in the year 150 Agent Delgado, Spellguard

Good councilmembers, I write you this missive in an attempt to make amends for my mistakes. I previously sent you harsly worded letters concerning the socalled 'Sewer Town'. After further investigation, which should have been conducted before the original missive was sent, I have established that this 'Sewer Town' is indeed of no threat to Sanctuary. It is merely a collection of beggars and rabble incapable of mounting any kind of assault upon Sanctuary, be it physical or mental in nature. These men and women have barricaded themselves in a foul smelling part of Sanctuary's sewer system in order to distance themselves from our established social and law systems but that does not make them a threat to us. They are ofcourse, and will be, watched in order to furhter provide the Council with information on their activities but as of now there is hardly any indication of them being able to pose any kind of threat to our safety.

I apologise for having so hastily wished to remove you from more important duties as I'm sure you are all forced to attend to. I will conduct myself in a more professional manner in the future and make sure I do not make unfounded accusations which will result in such a matter again.
