*In disguised handwritting

Dear councilers i feel it is my duty to inform you of a violation of the watches orders in regards to lower. Yesterday a man was sentanced by Gidion of the temple of Hoar for a crime he had commited the mans sentance was to be left in the sewers and do one full circle of it with no armour and armed with only a dagger if he acomplished this he was to be set free and all his possesions returned to him as agreed to by all partys including Barrister Fawkes of the city watch.

After some time Gidion left to attend to other matters however in his abscence the man indeed was able to complete the task set for him however instead of being set free the man was set upon by Barrister Fawkes who was assisted by two others one of which he had duped into it by telling him the man was a wanted criminal that was to be arrested on sight and had fled into the sewers to hide. After beating the man near to death Fawkes arrested him even though he by his own admission was apparently off duty.

I merely feel i should inform you of this since such an action is a risk to the continued security between upper and lower.
