I believe it would be helpful for many of our citizens, especially those new to Sanctuary to be informed of the usefulness of registering for the Spellguard if they're capable of using magic. If your clerks can be so kind as to inform citizens of this information when they obtain their citizen stones it will go a long way to helping our city.

I suggest merely stating: "Here is your citizen stone. We also wish to know if you are able to cast any kind of spells?"

If the citizen replies in the affirmative then ask "We do wish to remind you then that it is unlawful to use magic anywhere outside the buildings warded by the Spellguard. You will see their gray and red tiles near the entrance of most major buildings."

"Furthermore, the Spellguard does ask that all spell users register with their order if they intend to use magic inside Sanctuary. Failure to register before using magic is considered a minor crime."

This information will help reduce the frequency of one of Sanctuary's most violated laws. Alternatively, a simple notice in Townhall would suffice but likely not be as effective.
