I have a couple of citizens I would like to be detained should they be seen.

First of all, a woman that goes by the name Morgan should be detained and brought to the Spellguard for questioning about her affiliation with Illithid. Approach her with caution, she could be under their influence.

A gladiator named Heretan should be detained and searched, he should carry a double bladed sword that needs to be examined by the Spellguard. Bring the sword to us, it shall be returned to him should it pose no threat to Sanctuary.

Heretan shall be approached with care, I tried to detain him but he attacked me and Associate Jabal. I require him brought in alive if at all possible, I need him questioned.

He was reported having been posessed by the vampires that attacked Sanctuary today.

He was last reported to have gone into the socalled Sewer Town, I brought an expedition there but was repelled by the inhabitants. The posess both siege weapons as well as fortified gates, perhaps it is time measures were taken to make sure they do posess the capabilities to harbor criminals in the future.
