A note to the Sheriff cc Julian

Sheriff Graiden,

Unity between Upper and Lower will soon be reached. One such term being the establishment of the Watch within Lower, with a Lower-man acting as Lieutenant. Councilor Bill of Lower has long been in charge of our Footmen and has had the best interests of Sanctuary in mind. He has supported unity strongly and the only vote hinging on unity between our cities is his support.

He fears that since the proposal does not claim himself Lieutenant of the Lower-Watch that we may be decieved and it given to another man without the proper experience.

I do not think this will happen. He is a good man, he knows what he is doing and he has the total support of Lower Sanctuary. Perhaps with your word you would select him as Lieutenant I might have his support now, and we might have our unity.

Please consider this.
