Regard Garul and Citizenship
A half-orc seeks the status and protections of citizenship. His name is Garul, a person through him the blood and courage of men flows. Garul has several times demonstrated his commitment to our laws and our security.
Garul at one point matched the description of a suspected criminal. He politely and cooperatively agreed to answer questions, volunteer information even though it actually added to the suspicions against him, and at no point sought to use violence or other methods to flee questioning.
A week later, Garul volunteered his might and strength in a patrol around the Dark Lake. He asked for no payment, and sought only to prove his worth to Sanctuary. When we encountered a forward vanguard for the Slaal'teesh forces moving toward Sanctuary; Garul helped us crush their forward forces.
Showing incredible cunning, Garul captured the lizardfolk's own catapults and turned them against our foes. Despite archers focusing their attention solely on him, he lobbed shot after shot into the lizardfolk camp greatly weakening their forces for our final assault.
I urge the Council to grant Garul the right of a citizen. No half orc I have ever encountered deserves it as justly as he.

As an appropriate address has not be left to write to Garul, I'll trust you to inform him of what I transcribe here.
The motion for citizenship has been considered and a considerable amount of support has been displayed in his favor, however when I looked back through our records to discern the particular rules for gaining citizenship once again, I came to the realization that the rules as they are, are draconian. Among the rules, he will require the support of 'several' which remains undefined, but is presumably "more than one" defense agency. Which is probably entirely unnecessary, and I am all in favor of waiving this time for his sake. However there is also a provision that requires him to hold a position in one of Sanctuary's defense organizations, or a related organization thereof. So as it stands at the moment, Garul need only gain the recommendation of another besides yourself, and then hold a position in the Civil Defence League.

Agent Lathain, this is the half-orc that traveled with us to patrol the North Shores. If you could vouch for him, it would aid his cause immensely. Once you do that, I'll fill out the paperwork to put him into the CDL as long as he's willing, and I expect he is.

He has my vote for citizenship. Have him admitted into the Civil Defence League remind and him about his duties to the city. I'm never comfortable with half-orcs, as they tend to be a little unpredictable, but he seems sound enough.
