To the Lower Council, esp Christon Noye

Lower Councilors,

The city is soon to be under attack. There is no more time to debate about reunification. Our Council is seeking to put in place a War Leader who will coordinate Sanctuary's military efforts. It is imperative that we reach an agreement before battle starts. The only issue dividing us still is over Spellguard Authority in Lower. So I beg of you now, for the sake of all of Sanctuary, even those in Upper, to dismiss the issue until later when we will again have time to go over the issue.

My proposal in the meantime is thus:

You will accept the authority of Upper Sanctuary in its entirety; Lower Sanctuary will again be part of Sanctuary as a whole and therefore subject to all its laws and authority. In return, the Lower Footmen and Temple of Hoar will be temporarily legitimized as enforcers of the peace, alongside the Watch and Spellguard who will have jurisdiction to enforce the law in Lower.

The Lower Footmen will heed the authority of Sanctuary's War Leader during this time.

If you cooperate with us in this, we will more seriously consider your proposals regarding the Spellguard authority in Lower Sanctuary in the future.

If you decide this proposal is not to your liking still, then I can not promise any help from Upper Sanctuary in the coming invasion when the Lizardfolk come to your gates.

We're currently dealing with the Goblin and Kobolds within Lower at this time.

Turning over our entire city to the tyrannical Spellguard is not something that I wish to see, your proposal is only a method to gain control of Lower, through force once you've a foothold. Subtle threats are not something I, or Lower, takes kindly to, and they will not be the way in which unity is found.

Our walls will be defended, a gate is being finished, and our men trained by those who know military and sieges.
