I suggest this quest be changed to levels 3-5 or party size 3-8. There's absolutely no way 2 characters at level 2 can complete this quest (if they can even survive the very first room).

I've seen two level 2 characters take and complete that quest - although I think one levelled part way through.

But you're making a grave error in judgment. Quest minimums aren't the lowest we think they could be done - as an example, I don't really think some of the toughest quests on the server could be accomplished by 3 level 5 PCs.

The restrictions are there mostly to restrict "leveling" up of other PCs too quickly and other reasons. For this particular quest, I have no objection to a level 2 PC joining a higher level companion and very easily beating the quest.
