To the spellguard agents

My name is Raphael Swift, a sorcerer and a citizen of Sanctuary. As many of us who practice arcane magic, I share a bond with my greatest friend and familiar. But what troubles me is that I have to hide him everytime I enter Sanctuary, or else face citizens eager to kill him. I have seen half-orcs and kobolds wander around, yet my friend is not allowed that? In the Rock Bottom Inn, there is a rule against familiars yes, but outside, what of there? Is my friend allowed to fly freely there, as long as he don't hurt or insult anyone? What I want to know, is that are there any ways for my friend to be allowed to fly near me when I walk in upper Sanctuary, are there any ways to get a membership to him?

Or am I forced to keep my best friend, who has saved my own and others' lives, in a sack where his wings will be crippled forever?

Citizen Swift,

As long as your familiar stays out of trouble, in all technicality he's allowed (as long as he obeys the city's laws). Though if he's of infernal nature, I'll arrest you for public nuisance since I often receive a large number of complaints from the citizenship on flying familiars, such as imps and mephits. Since they are from the infernal and elemental planes, they seem to scare the citizenship. Stupid perhaps, but the end point is not to cause a ruckus.
