The Lower Council has decreed that what stands for Upper stands for Lower as well. Their law against creatures called "Monstrous" is said to be your law as well. And as such, Councilor Noye wishes to band together to drive the goblins and kobolds from Lower.
The goblins whose stew has fed the poor for years.
The kobolds which days ago defended our gates when no one else could.
If attacked, the races in the Southwest section of the city will defend their homes, and die defending them. Many goblins and kobolds will be killed, and many men attacking them will be killed. Both the attackers and the attacked wish to defend Sanctuary, but instead they will be wasting their efforts battling a threat from within, which is not even a threat. Our defenders, man, kobold, and goblin will die.
And all the while the gate goes undefended, and we are vulnerable.
The Lower Council, through Noye, has said:

Upper's recent decree outlawing all monstrous races will effect Lower, one way or another. Whether it be through folk attacking these monstrous races illegally in Lower, or through Upper forcing itself into Lower for the sake of their removal. It will only cause problems.
And he is right. The Upper Council's decree will only pose problems for Lower. But violence and exile are not the solution which will see these streets safe.
Does Councilor Noye have your best interests at heart?
Lower Sanctuary needs protection from forces without, not violence within. It needs cooperation, not separation and war. It needs someone who will deal with its own problems, and not cater to the Upper Council's whim. This declaration of Noye's is at your expense. This is your land and these are your homes which are threatened by his decree.
Defend them. Defend them by refusing to allow such violence and refusing to accept this decree.

The Goblins are allies and followers of Spitfire, a Goblin whom has long threatened Sanctuary and made many attacks on it.
The Kobolds and the author of this "decree" are servants of some manner of Shadow-wyrm or beast whom conveniently came to our aid during a "raid" from Traensyr, when in truth they were mercenaries. They then expect the citizens of this city to appease this creature and revere it as a god, erecting statues and offering a large chunk of our finances.
It is true that I am acting in an attempt to cooperate with Upper because that is how things should be done between two peoples of similiar cause. Upper Sanctuary and Lower need each other, we are weak divided and Lower is vulnerable to attacks until our gates are rebuilt.
What Cole proposes is Lower Sanctuary opposing Lower, which will only lead to War between our cities and quite likely our subjugation under another heel of tyranny, without any of the changes we wish in the least. What Cole proposes is Lower coming to the aid of beasts who care little for the people of our city and our beliefs, who aid and follow a Goblin whom attacks this city constantly, and a beast who wishes us to act as slaves to it's questionable protection.
I'll not force any man to decide in favor of my words, but I'll have no man be left to such a decision with skewed facts and bias.

I am, in fact, proposing Lower Sanctuary cooperates with Lower, and quite the opposite of Noye's suggestion. The goblins and the kobolds are a part of Lower, who wish to be allies.
Noye's claims are unwarranted and false, and attempt to discredit me and stir the already rising conflict. The drow who attacked our gates, so far as I know, did not claim to be from Traensyr, but I was too busy trying to kill them and defend Lower to question them fully. And it is true that a Great Shadow fell upon our enemies and consumed them. I say, we need allies where we can seek them, especially in these troubled times.
I do not propose that Lower oppose Lower. I propose that we band together, and use what resources and defenses we have. I propose that all people and races be free to walk these streets and defend their homes. I propose freedom for all, and that we build up the defenses we need so that we never fear slavery again.
I was once a slave to the beholders of Chabzash, and I have seen what they can do. A concerted effort by their forces would crush this city, and we spend our manpower fighting our allies from within.
Turn your eyes outward, to the darkness which threatens. And inward, to the real enemies. Councilor Noye speaks of bias, with his written plainly here for all to see: that it is more important to him to seek the Upper Council's approval, than to find safety for his people. And that it is more important to him to make war with goblins and kobolds within than to defend from drow, beholders, and illithid from without.

Baldev made a deal with the drow to invade Lower Sanctuary in order to show the "might" of his precious dragon, and his kobolds. The only problem was that when the going got rough, Baldev fled and left loyal defenders to die, to return later when it was safe to proclaim his feeble strength. He is not but a coward, who has likely killed Orison for defending the will of the people of Lower in a true act of cowardice. Now he seeks to unite monsters against Lower, and force the good people of Lower to pay tribute to his dragon. Will you be sudbued by his words and pay not to your defence, but to a dragons horde, or will you stand up and fight the tyranny which you overthrew when the Tigers were removed? Do you want a repeat of the Tiger tyranny, except with ~kobolds~ demanding money instead of actual people? Do you want some half-drow telling you what to do? Will you side with Noye, a councillor of the people, or a half drow murdering coward who represents your enemies?

Anyone who was actually present and paying attention at the drow attack would have seen me on the front line, slaying drow after drow, and would have seen that I eventually gave my own life, willingly, in defense of this city and this land. It is only through the generosity of other loyal defenders, who saw the battle and saw my honor, that I was returned to this world.
Ask yourself: Are these the actions of a coward?
Are these the actions of someone in league with the enemy?
Any who wish to challenge my honor and make such absurd allegations against me are welcome to hear the truth from my own lips: That I wish to see Sanctuary safe and free.
Cease your libel and slander, and speak to me if you believe you have something to say, nameless replier.
Orison was a friend of mine, who personally asked me to continue to encourage my kobolds to defend these gates. I find your comments tasteless and dishonorable to his memory.
