Lower Sanctuary is seeking to reunify with Upper and in time, I forsee it happening.

Upper's recent decree outlawing all monstrous races will effect Lower, one way or another. Whether it be through folk attacking these monstrous races illegally in Lower, or through Upper forcing itself into Lower for the sake of their removal. It will only cause problems.

The Council of Lower is of a like mind that many of these races are questionable, especially when in large groups. They may grow into a threat, and we've little reason to trust them after witnessing others of their race. Many of them trade and deal in slaves.

Lower is issuing a similiar decree. Within four days, all 'monstrous' races, as clarified by the Upper Decree, are to be packed and depart from Sanctuary. Those individuals who feel they've something to offer to Sanctuary may speak with the Upper Council and hope for an exception.

This further applies to the Southern Quarter of Lower.
