This is rather policy question in forums,
Is that allowed (not annoying anyone/ appropriate) to call players to create a certain kind of char?
(In my example, I would call for more elven chars, as I need for my faction. Of course it will lead for more plot, and more players involved in it, so I think it would benefit them. And still, I wish some authorization for that. Also, am I allowed to do so in forums? Perhaps adding a forum, for such callings?)

If you are looking for an increase in your faction's population, I would like to see advertising the faction itself in an inviting way, rather than instructions for creating characters so that they are suitable and can join particular factions.
If someone is then interested in the faction and they do not currently have a character that is fitting, or no character at all, (or maybe they have a character and just don't know about the faction!) then you can do some golden one on one concepting.
I'm going to "Go There" and use the classic example with our Stoutheart dwarves. If someone were to advertise that, "The is the Stoutheart faction, we do this, that, and some other stuff," is way better than, "We are looking for more dwarves to join the Stouthearts."
I hope you can see the distinction there, if not, ask for some clarity, and I'll see if I can find any more.

I think I understand, as if, its better to advertise the faction IG. Then the player could decide whether he want his char/create char for the faction, rathar just ask them to do it. (Which sounds bad, now, after I rested for more then 3 hours and think of it)
