Adewale the Grindsman; son of Ngugi the Lionhearted, dragonslayer, bane of the drow, destroyer of the dead and purger of the illithid; wishes to formally request a clarification of the current lower policy on "monstrous" races.
Are lower citizens allowed to smite goblins, orcs and so on? Or are we expected to defend them? Does the decree of the upper council hold any weight down here? Are we to stone any upper citizens who come down here with intent to act out the current upper policy? Can we attack upper law enforcement on sight?
Please make the desires of the lower council public.

To be short. No.
The Lower Council is handling the current decree of races. It is the aim of the Lower Council to eventually reunite with Upper, which will eventually require the departure of these monstrous races from the Lower-wards. The Council seeks to offer them a peaceful departure before this unity is sought and they are met with those with the legal rights to attack them unprovoked.
As of now, a decree of Upper Sanctuary shall change nothing for Lower until the Lower Council's arrangements for the monstrous races is final. A warning is being issued towards citizens who decide to venture into the eastern-ward as it may become unsafe after this decree.
Their secession is being looked into and an ultimatum has been issued.
They are not to be attacked on sight.
Others attacking them unprovoked should be subdued and held accountable for Judgement.
Upper Law Enforcement are not to be attacked on sight, this is something the Footmen and Council will handle.
The Lower Council
Councilor Noye
