Members of the Lower Council,
It is beyond time that our Councils should meet. Too long has hatred been festering between citizens of Sanctuary, and it is time to heal those wounds brought about by the Tigereyes. I have spoken with most of you individually, and considering the recent crisis that Lower seems to be facing, it would be wise for us to sit down and finish the negotiations that have been sent back and forth. The written word can only accomplish so much, and it only expresses the views of individual Councilors.
If there is not objection with members of the Lower Council, I would ask that this take place in the Town Hall, as we have a meeting room designed for it. You have my word as a Paladin of Ilmater that no harm will befall members of the Lower Council that agree to this meeting. I would like for all involved parties to be present, and for this meeting to occur in four days.
