As of now the decree is only taking place in Upper, though in time I hope to see both Upper and Lower united, Goblins and Kobolds will have to take their leave before then if they are to save their own lives. I'm in the process of seeking to negotiate the Goblins and Kobolds of the Eastern Quarter safe passage.
