Signs are pounded into place at various locations in Lower Sanctuary and the Canal Ward, by a man in dark, shadowy plate. Specifically: At the entrance to the auction house, At the points where the Canal Ward leads to the Southern Alleyways, and at the entrances to the central island of the Canal Ward, essentially all the places where the goblins, kobolds and hobgoblins currently hold residence, as one enters. They read:

You are now leaving Sanctuary. All crimes will be punished as it is seen fit by the local tribes and customs.
