I address this letter to you with concern of my current status in this Refuge. I was recently declared "exiled" under the terms of the most recent decree. I'm afraid I don't understand why I was placed into the category of "montrous races". Quoting the decree, it only involves "Drow, Goblins, Kobolds, Minotaur, Illithids, Beholders, Hobgoblins, Ogres, Giants, Lizardfolk, Trolls, and Orcs". It is here that I am confused, as I fall into none of these categories. I understand what I've been convicted of in Upper, but I don't understand how I am affected by the decree. The Lower Council has received a list of warrants for your arrest from the Watch. In a gesture of good faith you have been restricted from entering Lower and should you seek to remain within Lower to hide away from those who'd apprehend you I will see you personally returned to Upper. The time of Lower Sanctuary acting as a safe haven for criminals has gone on long enough and caused enough damage, and it will end now.
