Clarify this for the citizens quickly Councilors. Citizens rushing to attack "monsters" in Sanctuary are going to get themselves and others killed in foolish and pointless confrontations. There will be riots, bloodshed, and likely worse if citizens feel they are empowered to due the Watch and Spellguard's duty in upholding these laws.

To the watch person(s) posting notices regarding the council's decree on monstrous races,

I would like you to point to me where the council has specified that citizens are not entitled to enact this decree.

all creatures and races listed below are to be barred from the city, and killed on sight.

This is put as simply as can be, and has no special requirements listed. I would request the Watch either withdraws its attempt to control the citizens beyond their authority, or the council releases an amendment clarifying that citizens enacting this edict will still be charged for murder (although I find that proposition rather ludicrous).

Until the latter occurs, I will gladly be carrying out the council's wishes.
