Just to say, I love the fact this kind things happen in game, but since I noticed some people may truly try to kill these PC races In sight, I just want to generally say that if I'm attacked I will respond, of course. Depending of the situation at hand, it may end up someone dying if it becomes to fighting, so just be sure you know it is nothing personal. What ever the result may be, even if this might not happen at all, I wished to speak my mind. It's just for people to think about.
I hope that you understand I'm just trying to avoid awkward OOC situations if it gets nasty. So, no matter what happens, I understand it and no hard feelings if I'm getting killed, but I hope it goes the other way too. This isn't a way for me to ask people not to kill me, just a piece of my mind of what can happen. Nevertheless, I'm expeting fun times in the future.

Thats true. This may seem like a completely obvious question, but does this new council declaration circumvent the OOC griefing laws?
Or are there exceptions?

For me, as a player of goblin, I can totally understand if people try to attack me on sight and kill me without warning. No hard feelings there. Of course I can't say that I'm too glad about idea of seeing dozen people suddenly having a hint of me and taking "GOBLIN! KILL IT!" And just hunt my sorry ass down. In a way, that would be very realisti way to act IC, but maybe a bit OOC courtesy could be useful in certain places. Just use basic sense, nothing more.
So lets see what happens. Just play your character and see what they would do.

People should probably just understand that killing near anything unprovoked is evil. My only concern is people attacking other Pcs for loot simply because they know they've some IC justification. Then again, players applied for these races knowing they'd be border-line griefed for being a lowly/evil goblin or Kobold.

Also use some common sense, the Watch will still be able to arrest you for just killing anything on sight. The law didn't say citizens were able to kill afterall.

Indeed, Inq, that is what I expected when I applied. I'm prepared to die because of my race, yes, but truly I also am a slightly afraid of people hunting me because they suddenly have a bit more justification. Although, I don't see why they always wouldn't have had it, since goblins and kobolds are what they are, evil races. Atleast so I see them. But, truly, don't come after me just because of loot,gold or so, have a reason for it, and be prepared that I ain't just going to sit and let people kill me.
Alright, enough of talk from me. I'll be on vacation from army on Friday again, and I need to get things handled then. Hopefully I just aren't getting slayed just because I can't move out of the city by then xD

It would be much more fun to watch folk confront the Goblins and Kobolds of the town a bit first, more of a talk first - bash later. This is not a power gaming server but a RPing one. One would assume the Lower citizens would rather receive some money to shut up and look the other way.
I would like to see if Grulpo the rock seller will be able to stay without a bodyguard though. That or perhaps he could have a sign stating he has attained permission to stay if that is the case.
How could we have any stoning without our beloved Grulpo? it just wouldn't be the same.

Who feeds Lower? Who feeds most of the poor folk on the server, all those NPC beggars, kids, escaped slaves? The goblins! With this law, starvation will occur. I am genuinely interested to see how this is going to work out.

I didn't realize until about 2 minutes after the Council Vote was passed and it was too late that I had just banned the ever-lovable Gobbler from the City. I cried.
And while this isn't the place for speculation on IC events, it oughta be common knowledge the goblins and kobolds in Lower were reproducing like rabbits, to the point where they were flooding the streets. During the election a month ago, hundreds of them had come up to Upper and cast their votes, imbalancing the Election process something awful.
It ought to further be common knowledge that there was a very great outcry among the NPC citizens all over the city against them. I think!
It appears our current council has a tendency to take risks looking for the benefits of their actions, over the horrible negative impacts their votes will bring about.
Or it could just be that there's a Chaotic Evil Priest of Talona guiding a lot of the decisions they make!

The OOC rules are the same before -- if you participate in PvP in front of NPCs, make sure they're possessed. Try to throw a little mercy to a level 2-3 character, but it was always completely legitimate to kill kobolds/goblins just for being kobolds/goblins and now it's essentially legal to do so.

ID cards would be a splendid thing. Show your papers or get out of dodge.

Yes, even though I have brought Tarfil back into play just in time for some kobold and goblin massacre-ing, I'd like to publicly announce that I am all for OOC courtesy and will not be mindlessly slaughtering low-level PCs.
Just in case anyone is worried over the cold glint in Tarfil's eye. lol. (you really shouldn't be though, he is not the most PvP-oriented build...)
