To the Lower Council

Lower Councilors,

I regret to inform you that, due to the decisions of the Upper Council, I am being forced to withdraw my kobold troops from the Lower Gate's defense. If I do not do so, the members of the Shadow Tribe are likely to be attacked and killed by visitors from Upper Sanctuary, and since they are indistinguishable, most of them, from residents of Lower, it will not be clear when the gate should be opened and when the city should be defended.

If they should kill an attacker from Upper Sanctuary, they would soon be hunted by a great portion of the city.

Know that, should the Lower City come under attack, I and my kobolds will fight alongside you, but I cannot leave them exposed at the gate with this new law, when it is clear a large part of the city does not wish their help. I will, of course, not be expecting payment for this month.

I will be willing to discuss this with any of you, as you wish.

I will be speaking with the Goblins and Kobolds of the Eastern Quarter to negotiate a way for them to safely leave the city and seek a new place to settle their lives. If you feel you can speak for the Kobolds then we may speak. It is not wise for them to remain in Sanctuary, however, as they will be attacked by the overzealous men in Upper and Lower will only be caught in the crossfire.

My apologies that I must ask for their departure.
