Sheriff Graiden,

I am receiving report after report of the abuse of power of Sergeant Fawkes. His behavior, from all reports, is tyrannical and completely against what Sanctuary stands for. At this time, more then any other, we cannot afford. Enclosed are three reports of specific misconduct directed at leaders among the community in Sanctuary. I find his actions and conduct appalling.

Inquisitor Julian,

I was speaking with Fawkes outside the Rock Bottom Inn when he questioned me about an incident some time ago that was already done with and of little importance. He wanted me to come inside to show me the reports. I suspected a trap though I let myself be led inside.

When we arrived inside he asked me to stand by and listen in on a questioning of Frem Hill, who was arrested moments before I came inside. I did so and Fawkes spoke with me afterwords, his tone changing and him accusing me of working with the Illithid Intryzz, and endangering Sanctuary. He arrested me on capital charges and was heard telling the guard, "Take the key and throw it away."

I later demanded evidence when he came to try and question me, he ignored my question and went on a fool's rant about how all of Lower was a danger with these Kobolds and Dragon threatening invasion if we do nothing, of how we revolted against Upper and are traitors. He claimed I was to wait in my cell until the Mayor gave a speech in which he expected the man to denounce the decree acknowledging Lower Sanctuary's Council, making all involved with the rebellion traitors, myself included.

I managed to speak with another private who was more in touch with what his true duties were and saw a Spellguard to probe me for a second time within that week. I was found innocent of being a thrall and soon released.

I am told Fawkes arrested Nichte and she accused myself and the Lower Council of working with this Intryzz, when I'm further led to believe by other sources this Nichte herself is an aide to the Illithid. This Nichte is also a known murderer of slaves outside our city and I know her to be extremely manipulative and untrustworthy. What is further questionable is the fact I recently had a probe performed on past misplaced suspicions, yet Fawkes was still quick to ignore that for the sake of an arrest which he knew was on questionable grounds.

Fawkes despises Lower with every fiber of his being and I've little doubt he'd enjoy nothing more than seeing every man, woman and child of Lower on a pike. He claims to be a champion against corruption yet abuses his powers at whim and for his own agendas and feelings, regardless of Council orders. I let myself be ambushed on purpose because I wished to see if the Watch had changed since the days of Walters. I should say I'm surprised, but I still expected this example of tyranny and corruption from the Upper Watch. If unity is to ever hold between our peoples then we must do away with men likes Fawkes.

Our contract at Barak Tor is in jeopardy.

I need that list of the members of your order Post Haste, as well as any documentation you or your men have concerning patrols or examination of the area.

And oddly, I was unable to find a sergeant to pay the rent, despite making repeated sendings for one of them to respond to collect it. I went to the Watch House several times, and could find no one that would accept it. Now I am being told that the rent is late, and our contract at Barak Tor is being subject to review and termination by the Council.

And most alarming, I feel I need your help. I am being harassed by an abusive Sergeant in the Watch named Fawkes, who I believe is also conspiring to frame me and possibly even kill me.

First, I was attacked in the Bazaar by a man named Saher Mumford by a painful bolt of magic that would likely have killed a common man. It was witnessed by many including Mydur Thunderwood, Tuur, an elf watchman named Amolfein and the venders including Norma and the Duergar as well.

This case should have gone to trial as one punishment is exile, yet Barrister Fawkes handled the case himself, granting only jail time of less than one day and a fine. Others have been stoned for less. A day or two later, the same mage attacked Mydur in the streets in front of many, including yourself. I now know that he is in league with Fawkes, the dwarves Fenaris and Desril, and a kobold or goblin named Xecko to frame or even kill me.

Apparently this Fawkes is trying to have me discredited, and the Stouts removed from our new home that we have worked so hard to achieve.

When I finally found Fawkes to pay the rent, he proceeded to harass and insult me, denigrating me in the street like a common drunk, and threatened to arrest me for placing a law book of Sanctuary at his feet on charges of littering. He claims that you members of the Council have no respect for me and ignore me, as does the Watch. This said in front of a crowd in front of the Rock Bottom Inn.

Anything you can do, from investigating why Fawkes seemingly illegally assumed authority in a case that should have gone to trial, to ensuring that Fawkes' lies aren't swallowed by the Council, to even have this man's questionable motives and contacts investigated would be in the best interests of Sanctuary.

Soon we will be attempting an expedition to clear Barak Tor once and for all. We have worked hard to improve the Post House and make it our own, and have performed countless patrols to clear out the area.

It would be shame for us to be forced from our new home, because we shall surely turn in our citizen stones, and help Sanctuary no longer. But if Sanctuary continues to treat me and my kinsman so, I shall lead them from the injustice and evil that pervades this town.

I have sent a similar letter to Councilor Shane, so you may want to discuss this with him, and determine what if anything you think I should do to combat this campaign of harassment and possible threat upon my life and the Stoutheart Clan itself.

I can not show you a report proving that Fawkes has orchestrated a foul and insidious scheme to sully my good name and pervert the system of Justice in Sanctuary to his cruel aims, but he has.

My clan put their votes behind you at my behest, because I thought you a good man worthy of the mantle of leadership. Now, when a true servant of Sanctuary, administor of Right, and defender of Justice needs you, now is the time you can show your mettle in full view of your patron Ilmater.

Apparently, the charge leveled upon me is illegal casting in Barak Tor. You yourself have seen me cast blessings to prepare to combat the Chosen there, and you yourself have prepared blessings and used them for the same purpose.

And for this, he would see me exiled or stoned. I know not how this is considered intentional endangerment of Sanctuary when the law is clear that illegal casting merits only a fine, but Fawkes will twist the law to serve his own ends if he is allowed.

I am stepping down as Thane, and leaving Sanctuary to spare my Stouthearts the wrath of this tyrant who masquerades as a servant of Law. I ask that you right this wrong, and have this man removed from the Watch, or you yourself may find yourself in the cage at the whim of one such as this who wishes you dishonored.

I beg of you to look after my good Stouthearts, and continue the good work at Barak Tor that I have begun and that Fawkes would see ended and destroyed.

You are considered a friend, and worthy of my trust. I have been attacked by the warhammer of a Duergar, the cruel magics of a madman, and now the very laws of this town are warped to punish me who you know to be a true and faithful soul to those precepts which you yourself ascribe.

Your duty and course of action is clear, and your god is watching you. I pray for that you are wise enough to see what is right, strong enough to do what must be done, and have courage enough to brave the ire of those who would seek to destroy you.

And may Berronar and Ilmater have mercy on your soul if you take the easy path and stand aside while another good soul suffers or is slain during your watch.

I have also received a complaint from Private Meline, who states that Fawkes is arresting criminals without evidence and keeping them imprisoned until he can find it.

I hope that this evidence is acted upon in a timely manner, that Sergeant Fawkes doesn't abuse his authority further. We need good officers now more then ever as the Watch is being reformed. Sergeant Fawkes' abuse of power is antithetical to the freedom Sanctuary promotes.

After my letter I've now been accused of murdering Councilor Gorthaurca by Sergeant Fawkes with no evidence, and been shouted at about being lax in my duty. Now, Sergeant Fawkes has taken to slandering me about that very same letter.

Oroborous *a young man with dark hair, recognizable as Barrister Fawkes only dressed in civilian clothes hands out small pamphlets one afternoon while standing next to the follow posters*

The Brotherhood of the Silver Flame is led by a close friend of several well known criminals. This man also sits on the city Council where he's shown a lax attitude to the gangs who stole Lower Sanctuary from the dozens of helpless refugees and orphans who now live on the streets of our land.

When the "Lower Councilor" Noye was arrested after admitting to assault and attempted murder of an Upper citizen; Fryar wrote a letter of complaint to the Watch.

When a dwarf was issued a warrant for a series of illegal uses of magic which several times summoned Mage Eaters which are known to attack and kill citizens, Fryar wrote a letter of complaint to the Watch. This dwarf still walks free, alerted to the warrant for his arrest by friends with the power to do so. Rumors claim he's even fled Sanctuary, fully aware of his guilt and unwilling to spend even a few hours in a jail cell for his crime.

Fryar calls the Watchman who arrested Noye and issued the warrant for the dwarf a "tyrant" who was "corrupt". Yet now both these criminals walk the street with Fryar protecting them.

Be wary, any who would trust Julian Fryar. A friend to criminals, murderers, and those who endanger Sanctuary behind the robes of a Councilor. He may even seek to mislead you on these allegations, claiming there was no evidence for the arrest, that there was no crime, but each of these allegations is well documented and the crimes of both friends of Fryar are documented and verified.

All information and facts in this pamphlet are sworn before Oghma the Lightbringer to be true.

This entirely issue is becoming quite disconcerting, as apparently now his crusade has become personal.

- Councilor Fryar
