My friends, my fellows!
We are surrounded by enemies and evil beyond reckoning. In the darkness, slavers and mercenaries cast a greedy eye on our beloved Sanctuary.
But there is hope!
We are not alone. We have at our side a brother. He will care for us, if we embrace him as ours. He will fight with us, if we give him the tools. Alone, we will surely be overcome by our enemies. Our beloved Sanctuary will be overtaken by darkness and ruin, hatred and death. Together, we stand in strength. Our beloved Sanctuary can become a place of light and freedom, prosperity and security. All we need do is embrace our own brother as ours! We’ve only to share with him what tools we have!
Do not mistake me.
We do not capitulate to the whims of the shadows! Criminals discovered in Lower will -- as in Upper -- remain criminals. They will be treated as such.
No part of our beloved Sanctuary is a haven for murderers, thieves or slavers.
My brothers and sisters of Upper! The Watch and Spellguard keep order here in the Upper Ward. Our streets remain safe. Our good Sheriff Graiden and his men keep our streets safe. In Upper, we live with the Council, the Watch and the Spellguard. We're neighbours. We aren't afraid of each other.
The situation for our brethren in Lower has been very different. Living with the Tigereye Mercenary Company was -- for the good people of Lower -- a terrifying experience. The Tigereyes were merciless brutes easily swayed by coin.
And we invited them in! The Council of the time hired the Tigereyes because they believed it would improve relations between the people of Upper and the people of Lower. Oh, for such foresight.
We understand how foolish that was. We -- as a Council, as a people -- should never have entrusted our brethren's wellbeing to a company of mercenaries. In our absence, the Tigereye tyrants sowed the seeds of fear. And not just fear of them, but fear of us! Our brethren in Lower have feared us in Upper. Have feared the Council, they have feared the Watch and the Spellguard.
But even in their fear, our brethren in Lower wanted to live as free men!
They fought against the Tigereyes.
Many of our brethren from Lower now live here in Upper. Now they wish to return to their homes in Sanctuary. Lower Sanctuary.
And they are welcome to do so!
A committee of influential citizens – this Lower Council – has been working hard to establish order in Lower. While the Council does not agree with this committee’s system of appointments, we understand that they’ve quelled the violence as best they can. They’ve established order and encouraged an active citizenry.
They want – as we want – to never again tolerate tyranny within our walls.
Reunification is not a contract with mercenaries.
Nor is it a surrender.
Our brother asks us to join him.
We have within these walls the means to stand against our enemies and fight back the darkness. Our only comrade – our own brother – stands ready.
Our brother asks to defend us! We have only to share our tools!
Family – fellowship – are such rare treasures here. Why do we not cherish them?
