An elven courier in a light crimson tunic delivers a sealed letter to Ivandur Reynolt when he next passes through Upper Sanctuary. The letter is sealed with a circular blob of wax, stamped with the emblem of the Sanctuary Council. Inside, a sheet of parchment reads:

Ivandur Reynolt,

The full Council has concluded extensive deliberation concerning your proposal to establish an Inquisitor of Sanctuary as a supervisory agent over both the Watch and the Spellguard. We have collected evidence and listened to extensive testimony both on the incidents which you specifically denoted in your presentation, and on the overall performance of our Sanctuary's civil defense and law enforcement organizations. After a thorough investigation of all of the causes and potential consequences, we have decided that the Watch is already capable of efficiently eliminating corruption within its ranks and that there is no need to modify our existing order and create the new post of Inquisitor.
