Council decree on Lower Concerning the Division between Upper and Lower Sanctuary, the Council of Sanctuary decrees the following:

*The people of Lower Sanctuary are neither rebels, criminals, nor traitors, but fellow citizens of Sanctuary.

*Reunification is desired by both Councils, and talks are ongoing to achieve it.

*The Council recognizes the Lower Council's right to rule Lower Sanctuary during this period of transition, until reunification is achieved.
