*copies of the following letter are sent to the Sheriff, Salina Marshall, Sergeant Sannen, Sergeant Fawkes, Private Gloinar, Councilor Shane and Councilor Fryar*

Sergeant Fawkes,

I would like to know why the human mage Sahern Mordred did not stand trial for attacking me with offensive magics in the Bazaar.

Due to your earlier ridiculing of my knowledge of Sanctuary Law, I have since come into possession of a Sanctuary Lawbook, and it clearly states that the punishment for a crime where magic or a weapon is used is exile or stoning.

How is it that you are authorized to be both watchman and judge? I demand to know why this case, which occurred in full view of many persons including the vendors of the Bazaar, did not go to trial?

Gordul! Norma and Sugriam were so engraged that even they launched attacks upon the lawless cur!

Know you that I am very close to demanding a complete investigation into why you have apparently ignored Sanctuary Law and seen fit to allow this man to brazenly walk the Streets and continue to assault other citzens within days of the previous incident. If I did not know you as an honorable man, one would suspect bias or even darker motives for allowing those who seek to cause me harm to escape with lesser punishments.

I eagerly await what I am sure will be a fascinating explanation of why this man is able to attack me with injurious magics, escape trial, and did not receive the mandated sentences by Sanctuary Law.

"Huh. Thought the law was spell dependant in terms of attempted murder, not how many angry merchants acted vigilantes and attacked the attacker. Ah well. Fawkes...Fawkes..."

[Runs a hand along the 60-man mailbox, stroking his goatee]

Fanderbelt...Fandlerwinkersten...[Grumbles about gnomes]...Fapner...Favnus.. Ah-Fawkes.

[Drops the letter in his box, discarding the others as it was adressed to "Fawkes", grumbles about paperwork as he grabs his mop and wanders back to the cell block]

Sergeant Fawkes,

I have taken the liberty to enclose sections of Sanctuary Law that I have transcribed from the Lawbooks that seem to pertain to this case. Perhaps you erred in handling these yourself as you are fairly new to the job, and should have indeed referred them to a Councilor and a trial.

Assault upon Sanctuary Citizen with intent to kill (using weapons or deadly magic): exile or stoning, dependent upon Council

Assault (hands, harmless magic): imprisonment, fine, or exile depending on situation

As the mage clearly used magics that caused me serious physical injury, it seems clear that in this case, there was at least initial intent to kill. There is no grey area here for a third interpretation. Deadly magics equates to intent to kill. Harmless magics equates no intent to kill. Any other interpretation directly contradicts the clearly stated laws above.

Since this is clearly the former, I also formally request that this case be brought to trial as the punishments in both cases may include exile, which can only be decreed by the Council as per Sanctuary Law, included herein:

Judgment: All crimes not involving exile or stoning are judged by highest ranking Spellguard or Watch member present.

All crimes involving exile, stoning, or "Council's Judgment" are determined by Council. A council member may sit in judgment of the case, and propose a punishment. If the presiding Councilmembers disagree on the best judgement, a majority vote will determine the punishment. Judges are chosen randomly from the pool of available judges capable of judging the case at hand.

If this case did not go to trial, then you have violated legal procedure and should immediately turn them over to the Council to conduct a trial. I apologize for the need to point out what is so clearly stated in the Town Hall, but I can in good conscience ascribe it to your relative inexperience.

Justice is an important concept to my people. I should not need to point out that all societies are founded upon its proper administration, and a failure to do so always results in negative consequences for that society. Yet it seems that it is required in this case.

I would hope you professional enough to not take slight in my attempt to point out established and publicly stated procedure with this case so that justice might be served.
