To the Upper Council

I am forty-one years old. I have endured all manner of low-life in my day, and yet, until coming to Sanctuary, I have not encountered more insufferable low-lives than the Kobolds.

Pelted with stones. Mugged. Robbed and left to rot. Only a few hours later, and a completely different kobold is beating me over the head with a hammer. And when I demanded an explanation of their actions, what did I receive in response?

"We can do whatever we wants. We defends the gate in Lower. We calls Great Shadow Death."

This is a concern. It appears that the Kobolds have more brain matter than we give them credit for. They use their power to defend the city to take free reign in their crimes. I ask you, esteemed Council Members. Has any one of you ever known a kobold who respects the law?

I write this after, for the third time, a kobold attacks me. A glob of highly corrosive acid is flung at me from behind. It is only by wise retreat that I still live today. But how long can this continue?

We live in a city with over 1400 voters. A few hundred are kobolds and goblins. Another few hundred adore the creatures for their malevolent charms. The rest of those voters see the truth, and they ask YOU to do something about it.

Please give us a safe haven against the Kobold menace. Drive them all to Lower Sanctuary, so that I might walk outside without fear of attracting the unfriendly glint of daggers from the shadows. Do not betray the trust that so many voters have invested in you to do what is best for all of us.
