It's taking longer than I thought to get this decree passed. Fryar has an eternal stick in his ass, and seems to hold a grudge against me. I'll keep trying, but I was over-ambitious saying I'd have it ready that night.

Council sentiment is turning away from reunification, Orison. For the good of the city, you need to hold up your part of the bargain and make the decree, or we're going to take it back, and then all that'll be left for Lower is forceful takeover.

It's been 3 days so far. I'll wait for two more, before I start pushing an alternative course of reunification.
