I observed a group working under Fort Mur Duergar to slaughter forty some Shield Dwarves who resisted their masters and sought refuge in the Badlands. The original plan was to offer them passage to Sanctuary but they were unwilling and paranoid. Thane Stoneshield of the Stouthearts thought to persuade them several times but was told to leave. The final time he was slain as the Dwarves grew angered at their refusal to leave them in peace. It was then the folk listed below continued on and slaughtered every dwarf, returning the bodies of the slain to the Duergar for their blood money.
Nichte - Monk of Ibrandul, particularily manipulative in persuading members of the party to slay the Dwarves. Desil - Dwarf who is misled in what is right and wrong, slaughtered his own kin after ignoring their wishes. Deli - See above Luther Ambercrown - A man of Cormyr who joined in the slaughter, though he claims it was only so that those with him would survive. Haeroth - A trap setter whom I found laying dozens of traps about the Dwarves before the slaughter even started. I beat the man down though he later rejoined the others. Cathal - A man involved who wields a scythe, though he claims to regret his actions and to of discarded his coin. Fenaris - A Dwarf with total disregard for order and the safety of the slaves, slaying their door guard when the slave-dwarf attacked after a warning. It was likely this one's actions that destroyed everything.
Those listed showed little care for the slave's plight and attacked without mercy. They further accepted the coin of the slavers after the muder of the slaves. I think they should face punishment, if not exile or execution in Lower Sanctuary and Upper Sanctuary for these crimes. The order of our respective homes is more important than anything and this is but one step towards cooperation between our peoples. It has yet to be discussed how law and criminals will be handled in Lower or Upper but it may be wise to come to a temporary agreement until unity may be achieved.
As the crime was neither committed in Upper or Lower, I feel it best that wherever they are apprehended and by whom, they will face trial and hopefully exile if not execution in the respective city.
