A Letter to the Council

Councilors,

I have sent a letter already with Councilor Gorthaurca, but have not heard a single word in response. If you did not receive it, tell me. If the terms offered were not suitable, please respond and say so. If another offer has been decided upon, I wish to know.

Surely now, more than ever, the good intentions of myself and the being I serve are clear. To leave me and my Master without response shows a disrespect that it is my sincerest hope is not intentional. I am certain we can come to an agreement that will make Sanctuary safer.

Baldev Cole,

I'd like to meet your master face to face, before I decide to go through with anything. Can you arrange a time to introduce me?

Another letter is sent.

Councilors,

It has been two days since my meeting with Shane, in which he expressed hope that some form of response would be coming to me soon in regards to this issue. I have yet to hear either a counter-offer, an objection to any of the terms I set forth, or any other form of correspondence which constitutes an answer.

If there is a problem with my proposal, I would like to hear it. If there are compromises which must be made, I would like to make them.

If you are all in agreement with Councilor Shane when he says that he would like to welcome my Master to Sanctuary, applaud Him for His defense of the gates, and sit down with Him to negotiate an arrangement, I would like to know that so that I might bring that suggestion before Him.

Sanctuary is on the edge of a precipice. It will not be safe forever without stronger protection. A raiding party could be stopped, but any concerted invasion by the major slaving settlements in the area could crush this city and its defenses. I and my Master are offering the protection Sanctuary needs.

I expect some form of answer soon.

Councilors,

I can only assume from the proclamation that all kobolds are to be put to the sword that you have no intention of granting the Shadow Tribe kobolds citizenship, and no intention of taking my offer seriously.

Either grant them citizenship in the next two days, or my offer is withdrawn, completely, and you and your town will be left to suffer in the darkness, even less defended than before, when the same kobolds you would put to the sword were defending your gates.

It is exceedingly unwise to turn away a benefactor as powerful as the Great Shadow. I suggest you reconsider, and quickly.

Baldev Cole,

It seems we must regrettably at this time decline the offer you and your master graciously provided us with. We have neither the funds to spare to pay your master, nor the political position to permit your fellows into the city. Our citizens in Upper Sanctuary demanded the banning of all the kobolds and goblins who were flooding the streets of the city. We are not in a position to deny them their demands, considering our power comes directly from them.

I must personally apologize for all the insults we must have brooked against you and your fearsome master, and beg of you that you and your master do not take this affront to personal offense. We have no wish to incur his wrath, and at this time must say we prefer to take our chances on our own as we have thus far.

I wish you the best fortune and sincerely apologize on behalf of the Council that we were not able to accept your master's offer.
