What follows are to be the official terms of my possession of the Watch Key, so that there is legal reference to my access to the archives. Anything that you want to have elaborated upon or added, let me know so I can improve the language. I'd like the signature of yourself and one other member of the Watch. The official copy will be stored in Town Hall, with a transcript provided to the Watch.

If you wish to collect my Watch Key, I will present myself to you immediately upon receiving your notification that I must turn it in. I am aware you have never acknowledged the fact that I am still in possession of the Watch Key, despite two attempts to ask you whether or not I should return it.

    The Sanctuary Town Watch and Varlam Nikitovich

The authorized signing of this contract by the Sanctuary Town Watch (Watch) and Varlam Nikitovich (Archivist) grants the Archivist permission to carry one (1) standard Watch Key, with unobtrusive* Private-level access to documents kept in the Watch House file rooms (Archives). * unobtrusive being that, the Archivist will not file his opinion on Watch matters in the Archives unless asked, will not disturb members of the Watch working in the Archives or adjacent facilities, will not bring guests with him into the Archives or adjacent facilities, and will leave the Archives if asked. That permission may be revoked by the Watch should the Archivist fail to do the following:

  • The Archivist must record the handling of all documents and have this record readily available for the Watch at all times.
      These records should include the requesting party, intended receiving parties, the parties that are currently in possession of the information, the date the transfer was requested and/or fulfilled, the subject or nature of the file(s), and if available the name and other information about the file(s).
  • Documents which may contain sensitive information must be given two to ten days notification before forwarding to allow for Watch objection.
  • The Archivist is not to vocally provide sensitive information from the Archives in the presence of persons or entities that are not members of the Watch, unless given permission by an officer (Sergeant or higher) of the Watch.
  • When asked, the Archivist must provide the Watch with all personally kept records relating to the Watch within forty-eight hours.
  • If the Watch has reason to question the mental state of the Archivist, he must present himself to the Spellguard within forty-eight hours and be subject to the Cognitive Scrutinizer.
It is understood that violating the above list may, in addition to the loss of access and property privileges, constitute Endangerment of Sanctuary, to be determined in trial before a judge of the Council of Sanctuary. The Watch or the Archivist may at any time propose changes to the contract; each party must provide adequate signatures to nullify this contract and put the new one in place.
