Letter to Tigereye Mercenaries C/O Loraine

Recently, a man approached me with an interesting proposition. The canal has long been closed by unknown phenomena. This necessitates a dangerous overland trek which is slow and risky for merchants and largely cuts Dunwarren off from meaningful outside trade. Notice how drastically the recent bandit and pirate activity have hurt the economy.

I've been fortunate enough to meet an experienced navigator and pilot recently interested in raising the capital to buy a ship and hire a crew capable of reopening the canal. I'm willing to put up a considerable portion of his required start up capital, but perhaps you are interested in a modest investment.

Should the canal be reopened, my investors and myself will require a guard force to patrol the canal to ensure its safety and the proper collection of tolls for travel. In exchange for an investment in capital of 2,000 gold coins to hire crew and to purchase a ship; the opprotunity to be responsible for patroling and toll collection will be extended to the Tigereye Mercenaries. This will allow your company to gain considerable profit and interest in the region, independently of your deal with the Council.

Please raise this issue with your Captain, and consider the monetary incentives to be gained in this venture.

Mandarin, A day late and a copper short, Mandarin, but I'll blame that on our mail carriers. The idea has been raised, and I too am interested in creating the capital. However, 2000 seems like a rather small investment on the part of the Tigereyes, even for an individual such as myself. As we will have to protect the canal, we must consider the neccessity of being able to fight upon it. We have our resources we are considering in creating boats, and it seems you've met a navigator. Allow us to trade notes, and consider each other's resources, at your earliest convenience.

A small investment indeed for very large returns unlike your current plan which appears to involve a very large investment for an unsecured profit. Many members of the Council have already indicated that they do not wish to increase the influence of the Tigereye mercenaries by letting them have access to the canal zone.

Luckily, they understand that private investors will need to secure their own capable guard force--in essence allowing us to bypass their reluctance to allow the Company access to what might eventually become the city's major life artery.

I'd hope that we can negotiate a compromise, otherwise, I'd have to turn to another band of warriors to handle this. Which will simply waste my time. Forcing both our parties into unnecessary competition over this potential gold mine.

Mandarin, Someone best inform the council we already man the gates in that district! At any rate, I'm eager to hear from the council as well. I believe both of us will have to convince them that trading extensively with neighbors is wise, for some of them may still claim to a policy of keeping Sanctuary off the map, remaining too quiet to be noticed? We have enemies, sure. But I don't believe hiding forever is the answer, we must grow stronger, and what better way to do that than making allies? I'll discuss your points with my fellows, and see what will best meet the Company's needs.
