Letter to Yorrick Bresley

Recently, a man approached me with an interesting proposition. The canal has long been closed by unknown phenomena. This necessitates a dangerous overland trek which is slow and risky for merchants and largely cuts Dunwarren off from meaningful outside trade. Notice how drastically the recent bandit and pirate activity have hurt the economy.

I've been fortunate enough to meet an experienced navigator and pilot recently interested in raising the capital to buy a ship and hire a crew capable of reopening the canal. I'm willing to put up a considerable portion of his required start up capital, but perhaps you are interested in a modest investment.

My proposition for you as mayor is simple. I want a guarentee by contract that if the canal is reopened by the efforts of myself and my investors, that we are granted ownership of the canal property and the legal authority to collect tolls and maintain a guard force capable of protecting our interests in this area.

I am in the process now of raising funds, with a four thousand gold investment already prepared so I can assure you that this project is very serious. The good it will do our city for trade, and for security is insurmountable. Our economy will provide, and once reopened the canal will aid our ability to watch our Sanctuary's borders and entrances.

Mandarin Dreagle

*The letter is resent*

Mr. Dreagle,

The Sanctuary Canal has been ordered closed by the Town Council for good reason. It is a dangerous area that appear to be filled with a variety of dangerous monsters and vermin.

Some clarification if you would -

(1) Who you intend on trading with, and with what goods. (2) How exposing our town to attack by boats from the Dark Lake with a re-opened canal would be to Sanctuary's benefit (3) What assurances you can make for the town's general safety as regards with the dangers that lurk within (4) What taxes and fee you'd be prepared to have established for the benefit of the town assuming an open and safe canal (5) What makes you believe that you can actually maintain and keep an open and safe canal for the purposes of trade on a long-term basis.

- Susan Ellsworth, Office of the Mayor
