Could the server rules written in the journal be updated?

Today I was PVPed in the mines from another player "mugging" my character. He didn't seem to know the rules too well, and when I told him he shouldn't have done that, he checked the rules in the journal which said that mugging was okay as long as the target was higher than 3rd level. To the best of my knowledge, this rule was changed so that mugging wasn't a suitable reason, but it says otherwise in the journal, and this confused the player somewhat.

It's not a suitable reason to KILL someone. Did he kill you or no?

I wasn't sure if he planned to kill or not, since my character won the fight.

I'm not complaining against the player, I'm simply asking that the In game journal be updated, since as it stands, the rules written on the server here and the journal contradict.

In the journal it states that mugging should not be done to 2nd or 3rd lvl characters, implying that it is okay for it to be done against higher level characters (hence why the player thought he/she was within the rules)

While under "Rules" here it states

Attacking another character must always be done for good and justifiable IC reasons. Being hired as an assassin to kill someone is a justifiable reason. The fact that your target is a leader of a faction you oppose is justifiable. There are many other examples of justifiable reasons, however if you're unsure it is strongly recommended that you consult a DM's judgment.

If this is who I'm thinking it was, you wern't killed but did get up after bieng subdued and FD'd the mugger. I'll speak with someone reguarding this when I get time. It was my housemate you were fighting and he wasn't too impressed.

Mugging people is fine if it's handled well. It's something we pay close attention to because it can be an excuse for people who are looking to grief to just roll over people who are carrying packages to the mines, but if someone is role-playing a bandit, not deliberately targeting super low-levels, and not FD'ing just over gold there is nothing against the rules in that.

Nero was the character that attacked you "Alaman Colt"?

That was the name of the character, though I'm not sure where you are getting the idea that he subdued me and I got up immeidiatly, because my character was never beaten down.
