Merchant Chkthel,

I greatly enjoy the spectacle of arena combat, and as such do not take lightly to interference from outside parties. I have heard through our Archivist, Varlam Nickitovitch, of your recent battle with, apparently, several members of the Stoutheart shield dwarf clan in a less than honorable fashion. I wish to offer condolences on this unsatisfactory situation and let you know that we are searching for an arena manager to remedy this sort of unpleasentness with gusto.

Additionally, as a merchant, it may interest you to know that I am currently looking for reliable folk of your sort for a project led by Constable De'Votell of the Civil Defense League, or CDL. We are currently working out the details with lower Sanctuary, but the plan is to remove the current denizens from the Docks district, make it defensible, then operational once more. As a merchant I am sure you grasp the benefits of putting this plan in motion and of being involved on the ground floor. If you wish to discuss this in person with myself or Constable De'Votell you may reach us at our respective offices or make a sending. I myself spend much of my time at my desk and am relieved to leave off in order to speak with citizens for nearly any reason, particularly an exciting project such as this.

I've dealt with the paleskins. They showed their true colors, though a steward would only halt dishonorable people from acting in such fashions. As for the dealings with De'Votell, we have spoken briefly of the subject a few days back and I am mildly interested in such.

My issue though, is what it is you plan to do with the dwellers of the docks. Folks be livin' there, mostly who associate with Lower moreso than yerselves in upper. Frankly I've tried to remain neutral in the dealin's, but ah've found I'm more accepted in lower, as the case with many uppers.

We ken speak more of such in person.

To clarify,

When I speak of the Docks, I refer to the Dark Canal. The only things living in the Docks are dire frogs, slimes, umber hulks, and the Unseelie Court, which are evil fey. This area must be cleaned out if we are to have trading vessels accessing our Canal Wards.
