Letters for the Upper and lower Councils

Councilors,

Hail and good fortune to you both. I have had the opportunity to meet you both only in passing, but I would like to communicate my greetings, fair fortune, and hello. I am writing to you to solicit your perspectives to a proposal I have that will result in the bettering of Sanctuary as a whole.

As a former Port Llast guard within the docks districts, I realize how critical trade is for a city to be able to prosper. So I would like to do my part to increase fair and profitable trade to the city of Sanctuary. I understand that the Svirfneblin have trade vessels and Duergar have abundant access to steel, so I would like to contribute to the setting of the stage to allow fair, honorable, and profitable trade to occur within the Canal Ward.

It is my wishes to greatly increase trade within the Canal Ward of Sanctuary. A portion of all imports will be taxed and distributed to the appropriate councils for social services as the citizens of each area deem fit through their elected representatives. A portion of the taxes will be applied to bettering the Canal Ward to make it more suitable for inter-racial trade.

Furthermore, I understand from my short time here in Sanctuary that there has been a stormy relationship between the Watch and the People of Lower, so I would like to propose a contingent of Civil Defense League (CDL) personnel to be officially stationed within the Canal Ward to serve as the executive organization responsible for the enforcement of law and security. The CDL will insure that the environment within the Canal Ward is conducive for profitable trade, and will insure that all trade is conducted non-violently, honest, and fair for all participants. The CDL will establish around the sundial operations to insure criminal activities are pursued with an official, comprehensive, and transparent investigation.

I will be forth right and relay to you both that I have not yet coordinated my plans with my superiors in the Watch. Reason being, I would like the opportunity to work out most of the details with your two respective governing organizations to relay a more lucrative proposal to them. I am willing to work closely with your respective governing organizations to insure this proposal transpires timely.

Thank you for expressing your support to my proposal. Has the lower council reached any consenus pertaining to this matter? I would very much like to get this Trade Ward established as soon as possible.

Councilors,

I have met with Sheriff Graiden and expressed my interest to establish a trading area within the Canal Ward, as well as my interest to have Constables of the Civil Defense League contribute to the enforcement of law and security within it. He has expressed the need to establish a bit of start up coin to be able to purchase a Civil Defense League House, and to pay for the reallocation of personnel and equipment.

I have no doubt that the taxation for a thriving market will generate more then enough funds for security, area reconstruction, and boats. But we will need to develop ways in which to raise the initial start up funds to make this happen. You may need to reach out to your public support base for support.
