I am afraid I cannot find any such statistics in the Office of the Herald without going over individual property records, which may not always be indicative of race. Additionally, much property, particularly in Lower Sanctuary, is no longer held by the "legal" owner. (This statement may conflict with the views of the Lower Council.)
Population tabulations I could find have been devoid of demographics such as race, gender or residence, and were based on public voter turnout or attendance of other major government-related events. I have included a sample transcription so you have an idea of what I'm currently working off of.

These numbers, in addition to being two years old, do not reflect the effects of the rebellion, three seiges, and the Rotting Death plague.
Clan Stoutheart currently overseen by Thane Rollo Stoneshield may be more aware of dwarven numbers within Sanctuary. They do not represent every last dwarf in the region, but I believe they make a point of contacting their kin, and may be able to give a rough estimate of those they have met, as well as their very dynamic clan roster. I believe they were in the area of two-dozen Stoutheart dwarves two or three months ago, and have likely continued growth.
Amothiwien may be better able than myself to give estimates as to the elven numbers within Sanctuary, although her status is unknown since the election.
I will look into ways that I might begin recording racial and residential statistics; this will likely require some measure of cooperation with the Lower Sanctuary Council, placing upon them administrative tasks that I suspect they are currently lacking.
