I am newly arrived to this city, but i have already learned about the rift between "Upper" and "Lower". I was exploring the "Canal ward" when I met a man who was carrying a big axe upon his shoulder. He spoke about upper and how people grow soft and weak in upper, and he also mentioned his lust of war against upper.

He wants to start a civil war just because he is "thirsting for real sport". Based on that short conversation, I think he is a dangerous, uncivilized and bloodthirsty savage, who doesn't have any value for innocent people's lives.

He is trying to use Private Victoria Brackish to provoke this civil war, which would leave Sanctuary too vulnerable for attacks from outside threats.
