In an attempt to inform and reassure citizens, Shane and Julian Fryar gave a speech explaining some of the action the current council is taking.

Shane announced his new Citizenship Proposal, under which all Slaver and Monstrous races will be stripped of their citizenship status. They will be allowed within Sanctuary as guests, but be unable to carry citizen stones, vote, hold a position in a defense organization, or run for council. He also expressed that he felt it would soon pass.

Shane and Julian then spoke about reunification with Lower. They mentioned that they were in favor of it, as well as several of Lower's Councilors, and that talks were in the process to work out the reunification.

They addressed the issue of Seeker involvement in the Rebellion, stating that the Seekers did not aid in Lower's rebellion, they did support Sanctuary's government, and that Seeker Orison was helping to ensure fair reunification.

Shane then announced the planned creation of Sanctuary's own bank, which will have low deposit charges to compete with the Duergar bank and stimulate the economy.

Finally, Julian announced his proposal for an investigation of the Spellguard, in following with the recent investigation of the Watch, to ensure corruption was rooted out. He also mentioned that the slavers uncovered by the Walters Betrayal would be pursued and stopped.
