*An open letter to the Upper Council*

*the following letter is written in a hand extraordinarily well-trained, or at least adept, in the art of caligraphy*

Dear Sirs and Ladies of the Most Prestigious Office of Councilor, As you may or may not know, a certain tragedy had befallen the family of Toboerski. As a result of the incapacitation of the heads of the family, the title regarding their estate has passed on to the hands of the most notable Lord Alexander Archibald. As such, he has made his intentions known to convert it into an academy

This, good servants of the civility of Sanctuary, is where this comes in. At last I spoke with the good Lord Archibald, he announced his intention to employ me in no specific official capacity in upholding and maintaining of the property and, more importantly, as his aide in the founding of his Academy.

Between this and the scarcity of the caretaker of the grounds, Sir Baldev Cole, I have seen fit to issue this request of the keys necessary to access the estate and see to it's proper outfitting and staffing. As always, I am open to discuss the matter at had. I will appreciate any response, sent to the Rock Bottom in my name.

*in an elegant flourish* Wendall Hood the Younger

*a duplicate missive is sent in the following days*

Mr. Wendall Hood, the Younger,

Your request has been forwarded to the members of the Sanctuary Council. I am not sure what kind of response you are hoping for, however: it seems that the property in question belongs to Councilor Alexander Archibald, not the Council or the City as a whole, beyond obviously being property in Upper Sanctuary. Presenting inquiries or requests to him specifically, either through a sealed letter at Town Hall or the Archibald estate, may be more desirable in the future.

The council's own response will be forwarded to the Rock Bottom when available. Thankyou for your patience.
