I for one miss the days of the tiger eyes where it was really impossible to walk the streets without being robbed. Or when you walked the streets you suddenly saw two people wooping each others asses. So chaotic in lower that you couldnt even trust the only people hired to defend it. It was in my opinion the one place where crime was in sanctuary. Now its changed and suddenly lower watchman patrol and stop the madness of lower.
Lower at least in my opinion has started to loose its great flavor it had during the tiger eye days. Im aware you watchman and spellguards dont find lower safe but there was a time us civilians found it also unsafe it was the only place where there was a feeling of crime in sanctuary and now I aint seeing enough crime in all of sanctuary unless of course some watchman just comes uses his magic ju ju wand and poof troubles over. Lower Sanctuary is starting to become to safe like upper.

Lower is swinging from tyrannical order to chaos to order.
You could always try plotting a rebellion to overthrow the Lower Council. That'd get the anarchy going again!

Yeah... Lower's totally orderly.
There's goblins and kobolds overflowing into the main streets, mauled corpses in every alley, beggar children everywhere, and no sense of leadership.

I think what's happened is that the chaos has shifted from Player hands to DM hands.
All the representations are DM insertions into the world.
The first character I played on here was a dwarf, he went down to lower and instantly got told to GTFO because he was a dwarf, oh and to leave his money at the door.
Brilliant stuff. But exactly, if people want to bring it back to how it was, there's nothing stopping you from doing it.

I have only been here for a short amount of time, so I have never witnessed the earlier chaos of Lower Sanctuary that has been mentioned. Still, Lower Sanctuary is not without a dangerous feel. I see player characters down there that I would never expect to see in Upper Sanctuary, like deplorable gang members, surly half-orcs, and outcast fiends. If player characters of that nature spent more time in Lower Sanctuary regularly, I believe the area would begin to feel more and more like a haven for the dregs of society. I have begun trying to spend less time in Upper Sanctuary and more time in the lower corridors, because I believe my character could help contribute to that seedy feel. With the right base of role-playing talent, coupled with a commitment to bringing a more discomforting feel to the area, Lower Sanctuary could easily and quickly become more of the despicable place that we want it to be.

To tell the truth lower is kinda boring compared to the good auld days. Then again the random muggings still happen and the odd murder or two do seem to happen ever now and then keeping it a less than plesent place to send your time if your of a good natured type.
Things change but we can always hope someone is ploting to do something crazy and plunge lower into mindless chaos as it should be once more.
