A letter to the Council

Here follow the same text that I posted at the Inn near and inside the city walls. I'd like to have it read by all the Council and I'd like to have an answer briefly.

If you are a Sanctuary citizen you should, at least one time, suffered any offence from our security agents of the Watch. My intention here is not to banish them from our society but contribute with something that approximates their behaviour to a professional one. I want to have someone taking care of our city but I want to be able to trust them. Today, sadly, I cannot do that. I'm pretty sure that we have good soldiers in that organization, I think that the whole organization can be improved though.

My suggestions are:

1 - Someone, between the Council, should be chosen to be responsible for the Security matters. (Julian Fryar told me that everyone in Council is responsible for the security, but we know that everyone is pretty much the same as no one, I want a name, or two in charge of that).

2 - The Watch should have, always, a superior officer working 24 hours a day. Someone that a regular citizen could report in case of suffering abuse or offence of any Watch soldier.

3 - The Watch should have some kind of personality test before contrating anyone to join its corps. If they already have this test, it should be improved.

4 - The Watchmen should always work in pairs, in order that one could pay attention and control the other behaviour. This resolution could lead to some kind of corporativism between the officers. To avoid that, some kind of turn could be instituted by the superior Officer.

5 - The Watch should implement its book of rules and instructions to their soldiers or give them some kind of course in order to instruct them to work for the society and to make them understand that they work for the people and till a judgement is made, by the people prepared to that, a citizen is considered innocent and deserves respect. Even after someone is condemned this criminal still is a person and deserves respect. We cannot expect a no professioal behaviour from the part of the soldiers. They cannot behave like normal people and they cannot act like one. They must be able to control their impulses and be wise or they must leave the organization.

Citizen, be free to make suggestions, add or changing something.

Thank you for taking interest in the City Watch. I'll answer your questions the best I can, and offer that you send any further inquiries to the new appointed Sheriff, Ronus.

1. - I don't really understand what you mean here. What security matters?

2. - Sheriff Ronus is a dedicated man who is available as often as a man can be. His dedication to the City Watch is astounding.

3. - Forward this question to Sheriff Ronus, but I believe these things are taken into account already before men and women are hired into the Watch.

4. - A decent suggestion, yet I'm not sure we have the numbers in our City Watch to sufficiently manage this sort of thing.

5. - Specific cases of abuse by the Watch upon the citizenry should be reported to Sheriff Ronus, or to the Council. We will not stand by idly while our citizens are un-lawfully abused.

Councilour Castile,

First of all I'd like to thank and congratulate you for your quick and straight answer. Now I'd like to comment them, if you permit me:

1. - I don't really understand what you mean here. What security matters?

Here I'm talking about a Security Officer, composed by one or more than one man. These ones will be in charge of security matters, especifically. I know that a citizen could report to any Councilour, but I think my way is a well organized one.

2. - Sheriff Ronus is a dedicated man who is available as often as a man can be. His dedication to the City Watch is astounding.

I trust your words here, but still, Sheriff Ronus is just one man, that has needs and must rest sometime. I'd like to have at least two more names here. In this manner the citizens will always have someone to report, immediatelly after some occurrence.

3. - Forward this question to Sheriff Ronus, but I believe these things are taken into account already before men and women are hired into the Watch.

I really think they are, but I understand that some kind of improvment could be done. If the number of Privates is not suffice, this cannot be an excuse for everyone to be accepted at the corps.

I think I can suggest another way for this problem. We have good mages and engineers here in Sanctuary, one solution could be the creation of some kind of device that will register every word that some Watch Soldier could say when working.

I really have that hope, but I understand that if we have an ethics code pre-maded and if we took some cares about the soldiers behaviour, the necessity of reports to higher authorities or someone watching the Watch will be lesser.

One last letter,

1. I believe the CDL could manage this sort of thing.

2. They're working on hiring more officers. The Walters debacle, and mysterious disappearance of Jastran Moonfall have made things a bit difficult at this time.

3. Forward any instances of unlawful Watch behavior to Sheriff Ronus or the Council. We'll see that it's looked into.

4. I'd prefer the CDL took this role.

5. Please place your trust in us. We have the city's best interests in mind.

Perhaps another Councilor will have different opinions on the matter, but I've had my fill of letters for this subject.

Thank you for answering again but I'm still not satisfied with your answer. I'd like to ask you that you discuss some of my ideas with another members of the Council, since you were the one that first answered my questions and commented my suggestions. You can probably make a short votation on that issue if it's the case.
